The Universal Service Provision Fund Secretariat on Monday September 26, 2011 placed advertisements in three (3) National newspapers of wide circulation and posted bidding documents on the USPF Website for USPF projects. At the expiration of closing time and date for submission of bids, a public bid opening was conducted in line with section 30 of the Public Procurement Act (2007) for the following projects:
   1. Provision of Backbone Transmission Infrastructure (BTRAIN) Project

For Backbone Transmission Infrastructure (BTRAIN) Project

1. The Universal Service Provision Fund ("USPF") was established by the Federal Government of Nigeria to facilitate the achievement of national policy goals for universal service and universal access to information and communication technologies (ICTs) in rural, un-served and under-served areas in Nigeria.

2. The Universal Service Provision Fund (USPF) has provided funds in the 2010 appropriation to facilitate the project implementation of connections to National Transmission Backbone Infrastructure under its Backbone Transmission Network (BTRAIN) Project.

3. The BTRAIN Project is aimed at harnessing the enormous capabilities of information and Communications Technology (ICT) that would assist the country meet the millennium Development Goals (MDGs) target which includes: creating economic opportunities, poverty reduction, managing the processes of providing basic services (e.g. healthcare, education) at lower cost, greater availability, dependability and coverage, facilitating access to information etc in the rural and semi-urban areas.

The transmission infrastructure estimated to cover 500km nationwide would be implemented in 2(two) lots of 300km and 200 km per lot as follows:

a. Lot 1- 300km (North West, North Central & North East)

b. Lot 2 -200km (South East, South –South and South West)

4. This project will be coordinated with other government initiatives, including the Nigerian Communications Commission’s (NCC) Wire Nigeria (WiN) Initiative, and the NCC’s State Accelerated Broadband Initiative (SABI).

The BTRAIN project is designed to address the dearth and inadequacies of fiber optic backbone networks and transmission links in rural Nigeria as well as accelerating the build-out of backbone transmission infrastructure in rural and semi urban areas. The selected bidders will be required to roll-out optic fibre cable in identified unserved and underserved rural and semi-urban areas.

6. The USPF secretariat is seeking to engage the services of reputable Telecommunication companies/firms with requisite technical and administrative competence on the above stated objectives

To Establish Base Transceiver Stations (BTS) in (Rural) Un-Served/Under-Served Areas of the Federation

1. The Universal Service Provision Fund ("USPF") was established by the Federal Government of Nigeria to facilitate the achievement of national policy goals for universal service and universal access to information and communication technologies (ICTs) in rural, un-served and under-served areas in Nigeria.

The mandate of the USPF includes; facilitating the widespread availability and usage of ICT services and application services throughout Nigeria by providing funding through subsidies and loans for the provision of network facilities and network services and application services to rural, un-served and under-served areas or to underserved groups within an institution or a community.

3. The Universal Service Provision Fund (USPF) hereby invites interested telecommunications companies to submit their proposals for the establishment of a Base Transceiver Station under its Accelerated Mobile Phone Expansion Base Transceiver Station BTS Project. ((AMPE-BTS)

4. A total of 30 sites are planned for executions during this phase and shall be implemented in two (2) lots as follows:

i. Lot 1- 20 sites (North –West, North- East and North Central)

ii. Lot 2- 10 sites (South East, South West and South South)

5. The project which is expected to be rolled out in several locations in Nigeria is aimed at providing or extending telecommunications services to rural un-served or under-served areas of the federation primarily, through the provision of BTS and associated equipments such as Mobile Switching Centers (MSC), Base Controller Stations (BSC), Transmission equipment (microwave/fibre/ etc).

1. The Universal Service Provision Fund ("the USPF") in its desire to promote the widespread availability of telecommunication services intends to provide subsidy to qualified proponents to facilitate the construction and provision of shareable (passive) telecommunications infrastructure that will stimulate the provision of ICT services in unserved and underserved communities in Nigeria.

2. The objectives of the project amongst others is to accelerate the provision of passive telecommunications infrastructure that will stimulate the provision of ICT services in unserved/underserved communities where such infrastructures will be located.

3. The successful proponents, [licensed co-location service providers] will be required to construct telecommunication towers/masts and associated infrastructures (passive infrastructures e.g. Land, Perimeter fence, Generator, Storage tank for fuel, Shelter, etc.) for the purpose of extending ICT services to communities that are unserved and underserved.

4. The USPF has set aside funds to provide the facilities in 30 locations which shall be implemented in three lots of not more than 10 sites per lot as follows:

i. Lot 1- 10 sites (North-East, North- West)

ii. Lot 2- 10 sites (South-West, North Central)

iii. Lot 3- 10 sites (South- East, South- South)

1. The Universal Service Provision Fund ("USPF") was established by the Federal Government of Nigeria to facilitate the achievement of national policy goals for universal service and universal access to Information and Communication technologies (ICTs) in rural, un-served and under-served areas in Nigeria. 　

2. One of the set objectives for the USPF, in line with its mandate is to promote the connection of government schools, libraries and institutions across the nation to broadband internet. 　

3. The USPF has set aside funds to provide ICT facilities to 218 Secondary Schools in Nigeria under the School Access Programme for secondary schools. This involves supply and installation of computers, accessories as well as high speed internet connectivity. 　

4. Selection of bidders will be based on reference or acknowledge from Intel Corporation that the proponent is a certified partner in the Intel Learning series programme. Proponents should show competence in technical presentation, good understanding of our preferred Classmate Personal Computers and expected deployment model. Also to be taken into considerations are previous engagements in ICT –enabled leanings using certified One-on-One computing models, project component versatility, quality, time and cost. 　

5. A total of 218 sites appropriated for would be implemented in 6 lots for supply and installation of ICT facilities and 3 lots for provision of Bandwidth and connectivity as follows:
